Open CS, load oblivion.esm as a master file, click OK.

On the left panel in "object" window, select "magic-enchantment".

Right-click on an existing enchantment in the list and select "new".

In the new window type a name for the enchantment in the "ID" square and choose the type of ench. in the "type" drop-down list.

Right-click in the "effects" window and choose "new".

Select in the squares the "effect", "range", "magnitude" you want for the enchantment.

If you are enchanting a ring or an armour/cloth, use "self" as range and "0" for the duration..

If it is a weapon/staff, fill the "duration" and "area" squares as you wish.

You can add more effects in the same way.

Click "ok", keep "auto-calculate" marked if you are enchanting a weapon, or unmark it and choose yourself the amount of charge needed for any hit.

Now you have the enchantment, but how to add it to the game?

I suggest NOT to modify the Oblivion.esm file, so save the work as a new .esm file (i.e. customE.esm).

This new file is now in the "data" folder, load it as any other mods in your game using OBMM/Wrye Bash.

If you want to modify another mod and use this enchantment for i.e. an armour, load as master this .esm along whit oblivion.esm in CS, and the mod as active file, then edit it.

I hope i have answered to your question.
