Unable to improve texture quality?

I'm struggling with a probably simple issue. Some time ago I reinstalled the game and my mods, but now I cannot figure out how to improve the texture quality (assuming that is the actual problem). The texture quality setting in the Skyrim launcher doesn't seem to have effect. Normally I'm fine with low-quality settings, but some features could really use improvment.

 

I'm running the game with MO, SKSE, and ENB. I've tried to download the High-res DLC. My LOOT order is listed below.

EDIT: Apparently the problem was caused by faulty settings in the skyrimprefs.ini or skyrim.ini files. After the game launcher for some reason decided to edit them ("The game will now adjust your settings" etc), the issue seems to have been fixed.
