After modding, configuring, etc. I found the game to run at around 20 fps outside and 10 fps inside. I was convinced Project ENB was the problem until I turned it off and saw a 2 fps difference... Then I used Skyrim Performance Monitor and it's telling me that I'm using 1% GPU minimum 8-12% max. Same goes for the CPU. I have no idea what's going on but hopefully someone can help me out. Anything else I can run at 60fps on ultra settings using more than 10% GPU usage of course. Using an AMD Radeon R9 290 fully updated. 8GB RAM. AMD 8320 Eight Core Processor.
Arhon Posted December 27, 2015 Posted December 27, 2015 Skyrim will use 4GB RAM and 1GB VRAM(Not sure on the VRAM I could be wrong there) its also a 32bit game(Even if bethesda patched it so we can use 4GB RAM while console versions can use only 2GB) Are you using NMM or MO? Are your .ini configured correctly?(delete them if you are using NMM to have the default ones back once you run the launcher again)[if you are using MO you need to change the .ini's in your MO] Are you running a very script heavy game?(some mods include alot of scripts and can slow down Skyrim alot) Did you use ENB+SKSE Memory patch/fix?(STEP ENB Fixes , read it because it can help you alot, I know it helped me tons) SKSE Memory fix and rest of fixes: [Display] iTintTextureResolution=2048 [General] ClearInvalidRegistrations=1 EnableDiagnostics=1 [Memory] DefaultHeapInitialAllocMB=768 ScrapHeapSizeMB=256 Are your mods Conflicting against each other? Can you enable these lines in your Skyrim.ini, Make the 0 -> 1 [Papyrus] bEnableLogging=0 bEnableTrace=0 bLoadDebugInformation=0 and run the game(Play a while no matter what,maybe 10-20 minutes then post) for a while then post your Papyrus.log that's in MyDocuments->MyGames->Skyrim->Logs->Script here so we can check what's wrong(I dont have much experience in this but there are alot of people here that have tons of experience) Honestly these are the only things I could think of currently but if you are getting this low FPS then it must be tons of scripts trying to load or you have installed too much textures. Either way a papyrus.log could explain us much so if you have time please do that . EDIT: I have forgotten to say this, I dont know anything about AMD so apologies in advance.

Veladarius Posted December 27, 2015 Posted December 27, 2015 I have had major slowdowns to the point you are having with Skyrim if the option for 'EnableFPSLimit' under Limiter in the ENB is enabled. From what I can tell just disabling the enb using F12 only shuts off the effects not the entire enb so that setting would still be used. Also, that setting has a key that will activate/deactivate it when pressed.

Guest Posted December 27, 2015 Posted December 27, 2015 I turned off EnableFPSLimit and it doubled my fps, whoa. What about areas above 60 breaking the physics engine though? FPS is going no higher than 62 so nevermind.
Guest Posted December 27, 2015 Posted December 27, 2015 I'm just going to call this resolved. I'm sure scripts and textures are the only thing holding the game down now (Or I need to manually alter my load order). Thanks for the help.
Veladarius Posted December 27, 2015 Posted December 27, 2015 The enb may have Vsync enabled, a number of them don't give the option to turn it off.
Guest Posted December 27, 2015 Posted December 27, 2015 Yep, showed Vsync enabled... Should have went through the whole ini, that makes EnableFPSLimit useless for me. I had an issue in the past where I'd experience up to 120 fps in areas and FPSLimit fixed the issue so it was a instinctual configuration.
Veladarius Posted December 27, 2015 Posted December 27, 2015 I had used the EnableFPSLimit a few times when the max framerate I could get was around 45-50 fps but would get get sudden drops for a moment or two, setting it to 40 would usually get rid of those.
