Only 50% GPU Usage In Towns

I recently discovered that my GPU is only operating at 50% in towns, even though it will quickly go above 50% outside of towns or inside buildings. This results in pretty bad performance in towns, which gets really annoying. I'm currently using Rampage ENB and have "Prefer Maximum Performance" set in my Nvidia control panel.

 

Any idea how I could fix this problem?

You didn't say what GPU you are using but I'd guess overheating and therefore limiting itself. Might be an idea to check it's temps.

It's a brand new GTX 980 TI. It doesn't seem to be overheating as the temps generally stay below 70ish even in the most demanding areas. There's also no problem in any other areas than towns. Even in the wilds with lots of trees and grass (using SFO) my GPU runs above 80% most of the time. Other games also have no problem using my whole GPU.

I am using jk's skyrim too and my gpu temp is around 30c -40c you may have to clean out your gpu fan (or all your fans and case) don't think you should be going that high. your gpu may be throttling
