I always wondered why you couldn't ride the bikes or the APCs around to begin with. they both look like they would still run. You'd need to replace the electrics. It's feasable that a mod could allow for creating/restoring your own vehicle (Which I thought might happen based on some of the notes found in the red rocket station), by reclaiming a chassis, ie Motorbike, car, APC, Mammoth Tank, stripping it down and rebuilding it by locating special parts like Wiring harnesses, electronic parts, relays, actuators, spark plugs - all the stuff that a massive and repeated EMP blast/s would destroy. Military hardware would be easier to restore than civilian (there is a reason Russia still produces Vacume Tubes, and the US Military has stockpiles of 1960's era aircraft and vehicles - hell, even in the UK there are rumors in the Urbex community of a vast cavern, hidden somewhere like a salt mine or shut off tunnel system, full of steam trains, juuust in case of nuclear war knocking out all 'modern' electronic-centric transport and communications!) but would require much more and heavier of the simple stuff it does need. A car might be harder to rebuild (Rarer 'working' parts and more of them), while a motorbike would be a quick and easy fix, but be delicate and require oil or gasoline (Motorbikes in the Fallout universe still relied on gasoline, hence FO3 'bikes giving you fueltanks for the Shishkebab etc).

LOL! the thing ACTUALLY started after 70 years of just sitting around outside... They definitely don't make shit like that any more. I mean sure, the old girl would still need a bit of work by the sound of things, but she runs! There's that one and then there was a German Tiger II I saw pulled from a lake in Poland, there was a special on TV about it a while back where they spent a year or so repairing the thing. the condition wasn't nearly as good as the one you linked to though, that one was in remarkable condition.. considering where it was found, like it had been wrecked only a year ago.
