I know, but I ran into an issue one time where I did some of the helpful quests in Falkreath, talked to S about becoming Thane, THEN read the letter. It would not do the quest properly. Maybe what you ran into?

If so, complete that quest, same thing happens in darkwater crossing, if you have a kill the leader of quest open, Annekke's bandit wuest cannot start, so for example, if you have the jarl's quest open, you cannot start Annekke's, and vice versa, this also applies to the kill the leader quest from the headsman in Solitude and all otehr quests of that nature, you can only have one open at a time.
