In all honesty, this is actually a very accurate description of how IGS works.  Similar systems, Inertial Navigation Systems, have been in use for decades, and are very accurate.  A nice backup to GPS for planes and ships.  The trick is getting the setup right, so the system knows its initial starting point within a very small window of accuracy.  Any errors will be magnified greatly as the unit moves away from its initial starting point, plus when corrections are made; they "stack up" so to speak.
