HDT Highheel Problem with the Loadorder

I have a "big" Problem with my HDT Higheel Mod. My character is flying in the high, the reason i dont know, maybe is it the Loadorder. I CANT change the HDT Highheel Mod from the 24 Position. I mean i have so much Mods. 24 is to high. Reinstalling was not working.

 

Sorry for my Bad English, i hope u understand it.

 

I cant change it in:

-The .ini

-Nexus Mod Manager

-Skyrim Launcher
