You can use:

player.placeatme <baseID> <number>

or

moveto player <refID>

The first will create a copy (so probably will not work with the quest), the second will not, but you need the refID.

For vanilla NPCs you can get the refID by browsing internet. For non-vanilla NPCs you may need to get it through the command help <NPC name>

If you just click on the target, you can use "moveto player" without having to type in the ref ID.

in this case the result will be about nothing.

If you can click on the NPC then the "moveto" will don't really move it.

But you can do it, then close the console, then go to the location you want, then open the console again, and click the arrow up on the keyboard to get the last executed command.

Then press Enter and the NPC should be moved close to you.

Avulstein wont ever leave his house because he's hiding.

By using placeatme you create a new clone of him. Game would very likely consider this clone as a different NPC - so quest dialogue most likely wont work.

If you want him to stop bugging you about trespassing then increase his relationship with you - easiest way to do so is to get yourself Puppetmaster mod.

just puppet the guy, talk to him, once you would be done release him (he would be back to previous state as if you woundnt do anything to him)

That mod is a great tool to fix game bugs.
