Id like to play it on doa5lr but the mod won't load since it's the wrong file type

It leads to a google drive where you need to ask for permission and he doesn't answer. I've been trying it for over a month.

Eh no it doesn't. You might need to check your G drive setting, or possibly use a VPN. I double checked the link just now it works fine.

Chances are, you already have permission to that specific file hence why it works for you.
