How do I clean out NMM?

So, I've gone for a fresh install of Skyrim because I keep crashing with the weight of mods. I thought I'd go for a fresh install of everything.

However, even with uninstalling Skyrim and deleting the Skyrim folder, and doing the same with NMM, when I reinstall them both, the old list of mods is still there. Frustratingly, half of those installed mods can no longer be uninstalled and all of the LL mods are invisible. Its just a mess. Naturally the game crashes after the initial loading screen starts up.

Where are the master list of installed mods held so I can wipe them from existance? I need a clean slate and I'm willing to spend a few hours downloading and reinstalling all my favourite mods.

IObit's uninstaller is nice because it will prompt you if you want to remove any additional files that the normal windows uninstaller fails to do. I'm sure there are other uninstall programs that offer this feature as well. Just a suggestion in the future. Because I can do this when ever I use IObit's uninstaller and unisntall any program. But shouldn't NMM come with a feature like that asks you if you want to remove additional files? I know MO does. And so does FOMM.

The directory "Nexus Mod Manager/Skyrim" contains "Install Info" and "Mods" subdirectories. After uninstalling NMM I think those directories are not deleted so your mod list pops up after reinstalling NMM. Deleting those directories after uninstalling NMM should completely wipe every last trace of NMM. I think I've done that in the past (it's been quite a while though) without any problem but I can't promise it won't mess stuff up. If you do try it, just be careful about backing up those directories first and taking any other precautions you can think of just in case. But really, it shouldn't be problematic.

Yep, when I uninstall with windows, I get a notification:

"Do you want to remove all of the NMM Configuration Files? Doing so will reset all of NMM settings. Either option will keep your mods intact."

Which is the problem. I don't want them intact. I want them gone.

PS: There is no Nexus Mod Manger/Skyrim folder in the NMM folder.

PPS: There is no longer a Mods folder in the Skyrim folder either. So how is NMM still giving me a list of my old mods?

You might have to search around for the folders I mentioned. In my case the full path is C:/Games/NexusModManager/Skyrim. I don't remember if I made that directory or if NMM did during installation. And you can always search your computer for things like "nexus" for example. If nothing turns up after a search like that then I don't know what else to suggest.
