Um...when i finish the main Q in FO3- i can't get in the DCL Broken steel (i don't get +karma too).but when i deactive the mod it work fine

 

Here my mod list- any one here can take a look and see if i can fix it.well,because it cost me alot of time to build my character so i don't wana lose all the item and companion

I think you may need to go back and read some of the readme.txt files for some of the mods you have installed. The descriptions tab shows clearly that you should only have picked ONE of the following:

 

SkillBase0.esp

SkillBase15.esp

SkillBase20.esp

SkillBase5.esp

SkillBase10.esp

I am betting the special skill points and level stuff is the same way. This type of thing is enough to make things screwy enough to have the problems you are experiencing. Look very closely at each and every mod you have installed to make sure you have no other duplicates.
