Forbidden tome cannot be completed; 1 quest marker missing

It appears that the last dwemer cog needed for the test has no quest marker in the game, and i checked where it would normally be. Is there any way to fix the quest, or is there a questid so that you can setstage out of it?

(The version is 2.9.)

 

 

EDIT:nevermind, i found the quest state: zaddforbiddentomequest

From what I am aware you can get the quest locations in solstiem as well as the main game zone, so it could be the missing marker was there.
