Disappearing Bandits

This one is really strange, I can't say I've ever seen it before but was wondering if anyone had an explanation.

 

I've cleared the bandits out of Valheim Keep a long while back and they have recently respawned (well sort of). If I start Skyrim and coc to valtheimkeepexterior01 the bandits are there, but if I go by road the place is empty. Likewise if I reload and coc they're not there either.

 

However if I coc there then coc back to Whiterun and go by road they are there.

 

I did notice that even if the bandits are there the chest and potions haven't respawned so maybe it's something to do with the cell itself.

 

This is an old game now (about 160 hours) but had very few mod changes (DCL and UKSP updates only) and has been very stable (only around 4 or 5 ctd's over its life) so I'm rather at a loss as to the cause. It's odd that it happens on a reload but not on a fresh startup as well.

 

It's hardly a game breaker but I was wondering if anyone knew what was the cause might be.
