I would say your computer doesn't support the game, how old is it? Do you have many mods installed? Graphical ones?

My laptop did it perfectly 60fps+ a couple month ago

Actual question is: If you have HDT, have you checked its logs?

sorry? can you tell me more? :)

In SKSE/Plugins folder hdt generates a log called hdtPhysicsExtensions.log. If you use Mod Organizer, its located in overwrite folder. If its filled with errors, that causes your fps loss. And the reason for that is outdated skeleton or hdt .xml file/s.

ERROR: Illegal hkx file : HDT Belly - Fixed/Keyframed body without binding!

WARNING: Cannot bind bone : HDT Belly - bone doesn't exist

thats what i have

and i dont know what to do :((

im using xp32 skeleton and i updated it but nothing changes

You should have xmpse skeleton which you seem to have .xmls for. http://www.loverslab.com/files/file/676-xp32-maximum-skeleton-extended/

I think its somewhere on the nexusthingy aswell but cba to go there now.

Edit: Also it could be that you have race/follower mods which come with a bundled skeleton and that could be outdated aswell. So if just installing xpmse doesnt fix it, Id go through the files (or use search) and see if there is skeletons somewhere and replace them. Or edit esps to point into a different skeleton. :P

upd

i used ningheim race, but after changing to redguard (thx for showracemenu) in logs disappeared that error

bigger fps, but not that good ~15-20

Ningheim probably uses its own skeleton and youd have to manually address that issue with replacing its skeleton.
