Slow screen load when cell change

Hi

Its like my game has difficulties with textures when  changing cell with occasionally crashes its like the textures are to heavy the screen starts dark and slow lightens  up to the right collours here is my skse ini

I don't think the problem would be with your SKSE.ini it's more likely that it's either skyrim.ini or skyrimprefs.ini. 

Can you upload those?
