Because the old book "Tales from Jabba's Palace" goes into some of Oola's back story; and she was, to put it bluntly, an idiotic airhead. Luke Skywalker came across both Oola and another Twi'lek slave and was going to set them both free but Oola didn't want to be freed. So her getting eaten was, actually her own darn fault. Still....boobs are nice.
