FPS drops - finding cause

Normally i run ~45-50fps outdoors and 60 indoors.

I noticed however that sometimes i get the drops to 30 fps or even lower. Wouldn't be strange except turning off ENB didn't really help the fps. So i turn on some diagnostic tools ....

Easy way for me ot reproduce it is looking downhill in whiterun.

ENB on : 31 FPS , GPU load 78% , Vram use 3050mb ,  CPU : 60% (70% , 60 , 40, 40 roughly per core)

ENB off : 35 FPS , GPU load 50% (rest same)

In case you wonder if i look somewhere else - ENB on:  50 fps , gpu load 95-98%

Papyrus log offers nothing of help - just one/two sos sla notices.

I run script tester from convenient horses, it returns estimate of 60-65ms .

While it doesn't make the game unplayable now, i'm not done moding and i would like to know what is going on. Any hints ?

Biggest impact for me has always been when there is a lot of "sandboxing" NPCs around so Whiterun around the market has always been an issue.

As your diagnostic shows, CPU usage remains the same with very little FPS gain from turning off ENB and GPU use going down, so it won't really matter how much graphical horsepower you throw at it, at best you will eliminate the frame drops from turning on ENB. Which leave me to conclude or should i say guess that the CPU is the sinner here but surely a modern topline CPU would crush this issue in compare to what was standard CPU could do around the time this game came out, but that don't seem to be the case either and with your CPU not even being maxed out that to me seem like the game itself is just not optimized/setup to use all power of the CPU across all cores thus throwing newer and better CPU's at the problem should only offer minor if any improvements.

Or to put it in a metaphor: Having 50cal rounds (your hardware) won't do you much good if your gun (the game) can only fire 9mm.

Disclaimer.. I have not tested any of this, just guessing mostly so feel free to add on or correct me if needed.
