Lovers Victim - NPC x NPC

I cannot get NPC's to go after each other, they will go after me the PC, but not other NPC's.

 

I've gone back to basics, started a new game with only official & unofficial patches Hi-res Skyui Racemenu Live another life Brawl bugs, started new life saved; added SL, aroused, fnis, bodies meshs physics, generated fnis for users. Load/save, add lovers victim, travel/save/load, back to whiterun where I'd been marking NPC's as naked with aroused prior to traveling, PC will be raped after arousal threshold check/adjustment & being naked/checking current outfit as naked.

 

NPC x NPC = true, I've lowered the arousal threshold & npc's are above it, NPC naked armor checked, manually stripped npc's with amazing follower tweaks(not with this save), brawls on/off.
