Strange compilation errors with papyrus

I have tried about every permutation and scenario and hack to get papyrus to compile from Notepad++ and then I tried with Sublime and a provided folder that should have automated it.

 

I have come to the conclusion either my papyrus compiler is totally screwed up, or Windows 8.1 really screwed over Batch scripts/command prompt stuff.

 

I just verified creation kit, then re-installed it, same problems.  I don't really know where to go from here, and it's getting late.

 

I think I will need some batch files to run manually to test the compiler with, and script files.

I also need to know a version of notepad++ that is known to work properly with pap compiler.

 

I'm using NP++ Je Suis Charlie edition, and keep in mind it also did not work with Sublime Text 2.

 

It simply will not recognize the command line arguments it is supposed to!
