How to create nive custon NPC

Hi

 

I try to made a mod, and i need to create different NPC. I planned to do as Oblivion with MBP mod, in attemp to have customized NPC.

 

But i dont know how to do that in Skyrim.

- creating character with mods (apachii hair, enhanced character edit) and made it standalone NPC.

- use enhanced character edit in creation kit ?
