Flowing cape mod for all capes

Unfortunately no. That's a unique cape, the one Harkon wears in his VL form.

 

Your best bet would be to apply HDT physics to the winter is coming capes (This might also look more realistic at that).

 

Unfortunately, everyone is too busy making 50 different boob-physics-preset-things, or ass-physics-preset-stuff. Nobody seems interested in armor or clothing, so I don't see this happening any time soon

For the record, boob/ass physics is easy.

 

Getting good free flowing cape physics is not.

It takes a lot of time and effort to make it even look decent.
