Stuttering while turning and in combat

I've had a really annoying stutter plaguing me these past few days.  My fps goes from 50-60 down to 1 or 3 every 4-8 seconds, rendering the game unplayable.  I've tried pretty much everything, such as optimizer textures, ENBoost (which I know doesn't fix the problem, but tried anyway), lowering the resolution to 800x600, uninstalling the high-resolution texture packs, using Game Booster, the .ini tweaks here (excluding the papyrus tweaks), unparking my cpu cores, and dancing in a circle three times.

 

My specs: AMD FX 6350 6-core @ 3.9 GHz, 4Gb RAM, AMD Radeon HD 7770 1Gb, 128Gb SSD, Windows 7 HP 64-bit

Any help would be greatly appreciated.  I have the latest patch and I've tried the 1.7.1 and 1.7.2 versions of skse, which neither have fixed my problem.

Same problem for me when i go outdoors. No need for combat, i just need to stand in front of Riverwood and look at the town center.

 

Eventually i'm getting lags, until the game starts to freeze longer and longer until it stays frozen for several minutes. Can't even open the task manager at some point until the freeze is over.

 

This is definitely from one of the mods i updated in the past weeks. Could be the latest ENB 264 with AMD cards as well.

In the ENB, disable compression.

 

If you are using ENB to limit your FPS, don't. Use either Kegety's antilag or RadeonPro.

 

In skyrim.ini, add ifpsclamp=xx under [General], where xx is your minimum framerate. Now framecap (I use RadeonPro) Skyrim to the same value.

 

Try limiting Skyrim to four cores. This can be done through RadeonPro.

Hmm disabling compression might do the trick when i set the other variables right. This was enabled in my new ENB.
