Here's the base file: http://www.mediafire.com/?641j7a0b8cvxa29 To answer your question, yes it is a necklace. It's fully enchantable and I think it actually gives some armor (not entirely sure). The only problem with it is that it's stiff, meaning when you crouch or run it's just stuck in a static position. I hope someone fixes this in the future... Tona's scarf was my favorite neckwear in Oblivion, and it actually moved T-T. The mod comes with 3 types of Tona Airy dresses, 1 variant of underwear, 1 scarf, elf ears, and gloves + boots (which I find personally ugly, so I use Isabella from DA2's boots or Tera human boots which both fit relatively fine) To change the color to black, download the version uploaded by Saru and place it in data > textures > armor > tona and play the game.

Thanks a ton, and yeah, hopefully someone will add some movement. For a game set in such a cold place, its sad there aren't any other scarf mods. I find it funny that even with heightened technology from 2006's Oblivion, a lot of times the armor mods are just retextures. But then again, I know nothing about clothing physics at all. And no problem, if you ever need more help the "What's this mod" thread in the adult section can help you out. They reply fairly quickly .
