Skyrim Lighting issue RLO/ELFX

Using Climates of Tamriel + Realistic Lighting Overhaul OR Enhanced Lighting and Effects results in strange shadows for me, though in different spots.

Realistic seems better, but does not like Solitude at all.

 

If anyone knows how to fix this, or what might be causing it, I'd love to know. I don't remember it happening in the past, but I can't be sure.

 

I uninstalled Climates of Tamriel/Weather Patch/Supreme Storms and installed just Realistic Lighting Overhaul. Problem does not go away.

 

Edit: Upon looking around Solitude more, trying to fix the problem I noticed something else: http://imgur.com/7feA9Bu,tsNmRUM#1 no idea if this is related, but the lamp post appears to be floating there

Sometimes, the lighting might be bugged out, especially at first times loaded. When you see strange lighting. Save game, load it. Usually it does the trick and loads everything right.

While I appreciate the help, this has happened multiple times coming to Solitude with RLO, and in those same spots with ELFX, saving and loading does not fix the problem
