No hostile NPCs any more

I have a strange issue during visiting Solstheim all NPCs including creatures, dragons & dwemers machines ALL NPCs became neutral to my PC.They do not assault till I attack them. And even after attack some of them does not fight back just standing & some just run away in fear. I thought it's only Solstheim bug but it continues in Skyrim too. 

Dragonborn quests are not completed mostly. No new mods were instaled before that bug apears, it just did.

How to fix that & how to check & change PC faction?

Have you either installed

 

- Sexlab submit?

- Sexlab defeat? if so use the clean function in general tab

- Deviously helpless? use the reset scenes function

- Death alternative? use the options in the utility tab

- SD+?

- Wolfclub? use the bandit reset function in the debug tab

Do you have Sanguine's Debauchery?

And post your load order and papyrus logs.
