Black Flickering at launching Skyrim in fullscreen on windows 8.1

Hey guys i really need some help here when i launch skyrim from skse in fullscreen the screen was flickering black all the time, when i have it on windowed mode it goes away, i searched around saying that i can change the compatibility settings to windows 8 mode, it works but it has a border to it just like it was in windowed mode. 

 

Is there a way to fix this?  

i have a dell inspiron 15r and my graphics card/ display adapter is an AMD Raedon HD 8600M series and Intel HD Graphics family.

i think its ur lighting mod or amd card i think, im also have win 8.1 updated till 9/2014 with nvidia card, theres no flickering, but i got that on win 7 with diff lighting mod
