Fuzzy shadows, and flickering light then dark screen?

ok so recently in skyrim ive noticed that shadows cast on my character when in shaded areas, or just shadows in general have a weird fuzzy hashtag effect to them for reasons im unsure of, and when i say fuzzy i dont mean blocky shadows. i mean my shadows have a weird quilt texture to them. and also for some reason when the camera is in close proximity to looking at the sky or even straight forward, the game will suddenly drop to 2-5 fps , then the screen will flicker from insanely bright, to insanely dark , until i look straight down at the ground in which it then stops. ive never had this problem before as i have a very high end pc so it cant be a graphical issue. the hashtag shadows appeared just after i tried realvision.i have removed it completely since and switched to project enb in which the weird flickering light then dark lag fps drop started about a day after doing that. i have attached pictures to show the shadow issue. i use mod organizer . also, i recently deleted some files accidently and restored them with "verify game cache" then cleaned them so i dont see how that could be an issue. this problem makes the game literally impossible to play. please help ;_;

I am NO expert, but how old is your graphics card?  I got similar textures for a few days about 3 months before mine died on me.

its as old as my computer . about 5 months old. it shouldnt be about to die if every other game i play is fine.

Are you using any mod that changes the graphics? That could be the problem.

see i use about 185 differant mods. and never had a problem. but when i removed project enb and installed realvision to see what it was like thats when the problem started. even when i removed realvision the problem is still there. so im doing a fresh install of skyrim right now to see if it was some left over files or something. its a good thing i use mod organizer otherwise i would have to redownload everything .

do reinstalling skyrim did absolutely nothing >.> does nobody know a solution to this issue?

Remove all of the old files from Your ENB Installs, then carefully reinstall only the files needed for Your current ENB in Steam\Steamapps\common\Skyrim. Hopefully You use Mod Organiser or BAIN to control what is added and removed from Skyrim\Data.

EDIT, You can take Your current SkyrimPrefs.ini and Skyrim.ini from Your Users\Skyrim\ Folder, place them into a new Folder called old inis, then restart the Game to reset any changes made that You may have forgotten about making when switching ENB's.

reinstalling skyrim is allways pointless it is even more pointless when you use MO anyway since there are no changes made in your skyrim folder. For your problem try what bradleyh said if this dosen't fix it for you please tell me if this error also occures on new games.
