Can anyone explain about 'Racemaster.esm'?

I just look around loverslab like other days, but in watching other people's load order, someone have a mod that named 'Racemaster.esm.'

 

I have played Oblivion with Lovers mods in 2 years, but i never saw that mod. So i don't know anything about the esm file. Also I search with google, loverslab searching system, but no one explain that mod.

 

So i choice this way. I really want someone explain that plugin, and give a link to download that file. Anyone can help me? Pleeeeease.
