Load Order Won't Change (LOOT/NMM)

Hey guys, haven't played Skyrim in a LONG time, and just decided to get back into it recently.

 

Everything installed fine and all is okay and great, but I've run into an issue that I had once before, but never found a solution.

 

My Load Order won't change at all.

 

I run LOOT, I've checked NMM, and they both have the correct load order (at least, as far as I can tell with the jumbled mess LOOT gives me). Yet it is not changing my actual load order at all.

 

For example, I'm starting a new game. I have the mod JinhuaCat Outfit. This mod has a popup when you log in that asks if you want to get the items. With a new game, there is no way to play with this popup constantly there. You can't click anything, and you're basically stuck unless you disable the mod temporarily so you can start a new game.

 

So in LOOT and NMM, the mod is disabled. So are several other mods that do the same thing (several of the Osare mods also have a popup that blocks you from starting a new game). So I have all these mods disabled in LOOT and NMM. Yet when I log in, they are enabled again.

 

LOOT and NMM is not in control of my load order. No matter how many times I open NMM, or how many times I run LOOT, they have no affect on my load order. Yet LOOT and NMM show my load order right, but when I try to play, I get a different load order. I checked the Data Files in the launcher, and sure enough, the Data Files has those mods active and a different load order. Skyrim itself keeps activating my mods, no matter what I do.

 

I don't know if this is an issue with LOOT, or Skyrim itself, or heck even SKSE maybe. I just don't know what else to do. I've ran LOOT, I've gone through NMM, I've disabled a few mods to make sure they don't load at startup, yet every time I try to start up Skyrim (new game), all those mods are active again and I got a different load order.

 

 

Any help would be appreciated. I'm at the edge right now with this and so frustrated. Wanted to get back into Skyrim and start fresh again, yet I can't even get control of my load order cause Skyrim keeps changing it every time I launch it.

Everything I use is the latest version. Like I said, I haven't played in forever so I had to redownload everything from scratch.

 

As for WyreBash, NMM does the same thing. It lets me uncheck certain mods and move them around to sort my load order.

 

 

The problem I am having though, is that every time I start up Skyrim, the game literally enables all my mods and changes my load order. No matter if I go into NMM and uncheck them, manually sort my load order, or run LOOT to sort my load order.

 

Skyrim automatically enables all my mods when I start it up, no matter what I do. Something Skyrim is doing when I start it up via SKSE, is activating all my disabled mods. Even if I go into the Data Files in the Launcher, and disable them in there, once I start up Skyrim, it enables them again.

 

I need to figure out why Skyrim itself keeps enabling my mods when I start it up, after I have disabled them.

Are you running the programs as an administrator? Because if the program does not have admistrator access, it cannot rewrite the file indicating the load order. You should also track down that file and ensure it isn't read-only. (For the record, I have no idea where the file is)

WyreBash does a whole lot more than NMM, i use both because i refuse to reinstall my whole game to make MO happy and have a working transition from NMM to MO. :P When i get a new hard drive i'll make the switch lol. Anyhow if you do have armor or weapon mods that introduce new items to the game as level items WyreBash can make a batched patch that makes all those compatible with each other and available in game with proper ids and a whole bunch of other things that make the game more stable. This can be done with tes5edit too.

the loadorder.txt is at:

C:\Users\youreusername\AppData\Local\Skyrim 

also in there is the DLCList.txt, plugins.txt and Plugins.tes5viewsettings if you have tes5edit installed.

 

Check if plugins.txt is set to read only, if not make the modification to that file removing the mods you don't want to load. loadorder.txt does not need to be modified. I know it sound stupid but from experience i have learned that plugins.txt is a carbon copy of loadorder.txt but without the unchecked plugins. The game loads from plugins.txt

 

Hope you get you're game running right, i know how frustrating it gets. :)

Well I use Tes5edit to merge my mods. Goodness, that saves me a ton of space. I have over 200+ mods as it is with merging. But that isn't the issue really. It's the same mods I had from before when I used to play, minus a few (I miss you Newmiller  :(  ).

 

I always check my mods via Tes5edit for errors first before merging though, and then check again after merging just to make sure everything is cherry.

 

 

As for admin, no need for that. Steam is installed in C:\Steam, not Program Files. Meaning Skyrim isn't in my Program Files, neither is LOOT or NMM. I know better than to install any gaming related stuff in Program Files. That's just a no no automatically. I checked my plugins.txt and all that stuff in AppData\Local, and none of it is set to read only.

 

Though I did have a bit of a breakthrough. I just downloaded a quick start save, right at the character creation (was tired of dealing with it all so said screw it) and that worked fine. Load order didn't change cause I had all my mods enabled and everything. Guess it is only messing up when I disable stuff. Which is weird.

 

But on a side note, I hate LOOT lol. Went ahead with that game, starting making my way to Riverwood, and constant crashes left and right. I never even got to Riverwood once from the cave that you leave out of. So I switched back to BOSS, sorted my load order and edited my userlist to sort the unrecognized stuff, and then tried again, and not one single crash. From the cave to Riverwood and then some without a single crash or anything.

 

So yeah, I'm sticking with BOSS, even if it is outdated. I can sort my mods manually no problems lol. LOOT just causes way too many issues for me, while BOSS worked flawlessly.

So, what you're saying, is that you haven't tried using run as administrator? Big mistake, that. Just because you didn't install it into the Program Files doesn't mean it won't be protected. It just means it's unlikely. Try it anyways, see if it works.

Well i'm happy to hear that at least you were able to run to riverwood :)

I've been running in circles in my head trying to figure out why the load order doesn't rearrange and all i can think of is that some sort of registry error or corruption of some kind in the registry keys of the game is preventing the change from taking place? I know it sounds weird and stupid, but i've seen similar things happen before to other software. I mean come on it's windows anything can happen lol.

 

Also i feel you're pain with loot. My transition from boss to loot was horrible. I can only compare it to one of those nights that i went out with one of those fine looking girls, (picked up from one of those low light, full of smoke and booze places), and waking up the next morning to realize that i would rather chew my arm off than risk waking up the creature that was sleeping next to me using my arm as a pillow.

 

Loot just doesn't seem to understand that some mods just have to be loaded after others. (sometimes for obscure reasons lol). But once you get the hang of the priority thingy numbers and start using "load after" in the edit metadata settings you actually notice that a lot of mods don't mind to be loaded in a different order, specially the ones that use vanilla resources. Also (in theory mostly) a mod that patches another mod has to be loaded after the mod that it's made to patch and obviously after all the other required mods but not strictly one after another in sequence.
