You can go over to what is causing it, and find the item in question then cross reference it to see what mesh it uses (then go to the author of said add on and inform them of the bad mesh). Maybe the author of the mesh in question has already put out an update (which you would need to solve the problem). And it could be anything from a single armor mesh to an animal or a reworked mesh for a rock or tree... so you'll need to find the item in question. To get the items ID once your there go into first person view, then bring up the console and click on the item (it should give you the ID and base ID for what ever you are looking at).

I believe in vanilla Skyrim, the cities are actually internal cells that are treated as external cells, so that "Flickering" is actually the walls put in place. Try it with Open Cities of Skyrim, or from outside the city.

Thing is it also happens on random items, npcs, just any textures in general. I've tried re-installing the meshes and things are fine for a while, an other times a fresh install of them and load up everything is flickering all over the place.
