Not healing from Food/Water?

I just started playing New Vegas this week for the first time and, after some learning, I restarted my game to allocate points differently. However, I'm finding that now Food and Water are not healing me. Food doesn't mention any healing and Sunset Sasperilla's have the tag "Sealed". I tried to Google the issue to see if it was a bug, but all I got was one thread that was marked as "Solved" with no description. Anyone have any ideas?

I think one of the big mods (Project Nevada? NVEC?) has an MCM option to disable healing from food/drink, and there are other mods that do it. Check your MCM options/load order.

Thanks, it was Project Nevada. No idea why it mysterious turned off for one game and not the other. I haven't messed with any settings yet.
