Smaller talk

I have tried to install the mod smaller talk. The message I get when I use Loot to sort my load order is tha Smaller talk requires the Fall out ESM file. Is this mod only good for Fall out? If so why is it listed in the Skyrim mods. If it should work for Skyrim, how?
