How do I change how an enchantment scales in effectiveness?

So one of my favorite things to do in Oblivion way back when was obtaining shield-enchanted Sigil Stones that would allow me to enchant just any outfit to offer the maximum 85% damage reduction regardless of it was armor, clothing, or whatever. I'm planning on starting another Skyrim file soon, but before that I'd like to open that possibility again, and I figured a good place to start would be Skyrim Redone's Damage Resistance enchantments, which adds armor rating to gear.

 

Problem being, Damage Resistance appears to be entirely worthless. The enchantment offers barely any armor rating at all, and SkyRe even increases the armor cap to boot, making it even more useless. So I'd like to mess with it to increase its efficacy, as well as extend it to being useable on any piece of equipment, which would make a lot of outfit mods have potential use for me beyond just being eye-candy. But I have no idea how to do that, and I don't presently have enough free time to muck around in the CK myself, so I was hoping someone with the know-how could give me a head start on the learning process. Can anyone give me some pointers?

Well for starters, the enchantments magnitude of course depends highly on the set magnitude you've chosen at the time you're enchanting it. After that it only scales with the respective school of magic. I.e. Fire enchantments on weapon scale with destruction perks. The skill level in the respective school only affects the cost of the enchantment whenever it discharges, i.e. enchanted weapon hitting an enemy / enchanted bow firing an arrow, but not the damage / effect in itself, those are only affected by perks.

 

I'm not sure if that's of help to you though, since we're talking about SkyRe here. Vanilla enchanting has no damage resistance effect by default and i'm not using SkyRe.

 

Editing the enchantment entry in the CK however would be the actual quick solution to it.
