Ini files with very few exception HAVE to go in oblivion\data\ini folder to work properly. Assume that they go there unless the readme.txt says otherwise and you will be safe.

Thanx Guys I wasn't sure if it was an ini file or not, because I opened it and it didn't look like another I had opened for comparison

If it has an .ini extension then....it is one.
