Converting Oblivion Bodies To Fallout

If you have to ask yourself that question: 99.9% of the time the answer is yes.

All you need is the Blender expertise :)

 

Or if you do 3dsMax/Another 3d modelling program you can use his standalone converter:

I'm also interested in doing this, but towards Oblivion instead. The main issue for me is getting neck, foot and wrist seams to match though, does anyone have any advice on this?

Easy enough, most 3d suites have a vertex alignment script or tool.

 

In 3dsMax there are 'Vertex Snaps' that you can use to align seams or the AntSticherFree script (google it!).
