If you want help you need to post some pertinent information, my man. Like load order, BOSS/LOOT output, FNIS output, papyrus log, etc.

Without real info nobody can help you much.

Now when you say you started from a fresh, new save, did you go to documents/my games/Skyrim and delete that entire folder or not? If not then that could be part of your problem. Move any game saves you wanna' keep somewhere else, delete the entire folder there, then launch the game once with the vanilla launcher to generate a new one and new .ini files.

Any stuff in the documents/my games/Skryim folder will carry over into a new game, even a new game installation. It can prevent a freshly installed game from functioning properly.

So what have you done, a fresh reinstallation? Have you tested the mods you want to use this playthrough to see if they're going to play nicely together? Do you have the info I mentioned above?

You sure about that?

I only see skyrim.ini, skyrimpref.ini that could effect a new game.  The rest in this folder and subfolder are logs or save game which I think should not effect new game.

If you're doing a fresh install, you also need to go into AppData (in your user folder) and then to Local and delete your Skyrim folder in there, as well as the one in your Documents (under My Games). Then go into your Steam folder under Steam\SteamApps\common\ and delete the Skyrim folder there as well. Now you will have no trace of Skyrim installed.

Of course, you do all this after you have uninstalled it from Steam first. Then delete all that stuff I mentioned above. Then you can go ahead and do a fresh install.

With any game, always remove all data relevant to that game throughout your computer before reinstalling. This way you are guaranteed a fresh install. Otherwise you could get lingering files from your old install, and those could cause issues down the road.

But if you already did all that, then follow gvman's advice and post your load order, BOSS/LOOT report, papyrus if needed, and FNIS report if needed as well. As well as any other mods you might be using that don't show up in your mod list (replacers and such that don't use an esp). It's kind of hard to help without knowing any of that information, and it is not fun for either party to play the guessing game here.
