Need Perk creation help

I use a feline race, the Eiries Ohmes-Raht race, and i'm trying to give it a reduced fall damage perk, namely a similar effect as the "Cushioned" Perk from the heavy armor perk tree.  Only, wearing heavy armor doesn't suit my play style.  I cracked open the CK and after about two hours of trial and error (google doesn't seem to know about any tutorials for adding creating and adding perks to races), i managed to get a perk in the game. Alas, it's only visible via console command, and even when I add the perk to my player with the console, and the console says it's added the perk to my toon, it's still not showing up.  Nor does my player get any benefit from the perk.

 

Could someone please be smarter than google and point me to a tutorial for this?

Hi and sorry for the late reply. DARKFOX127 has put together some very good tutorials and he deals with perk trees in this one.
