Problems making adoptable children

I am having trouble making adoptable children. I've done a good bit of google searching and have come up dry. What I want to do edit some kids in the ck so I can adopt those too. But I don't want to copy an existing adoptable kid.

 

EDIT: How do I get Heartfire to load in the CK. That would probably fix my problem. I have it listed in the .bsa with the other expansions.
