You could try playing with the skin tone slider a bit?

 

In all seriousness, it depends on what race you play or create a NPC on. Redguards will naturally have this skin tone. I think Imperials can achieve the same tone on the darker end of their skin tone spectrum. Wood elves can too, I think. You could also download the RaceMenu mod and tinker with the enhanced color sliders. The actual skin texture doesn't matter a whole lot, as the game adds a tint layer over it to achieve say an Orc's green skin or a dark elf's gray tone.
