Current situation (NPC) sims are in doesn't allow to initiate sex despite always accept being on. Help?

I assume my situation is similar to this poor user in the link above.
i've had this issue (Always accept not working) quite some time. Idk exactly how long but there it is. Does anyone know how to solve this?

Basically, I can direct 2 NPCs to have sex but if my sim is having sex with an NPC or two of my sims ask an NPC to have sex, it doesn't work. It only works If I get the NPCs and one or more of my sims to have sex then invite another of my sims which takes more work than I should like.

 

Does anyone know why this could be happening?
