Help needed with Dreams of Surrender

Hey guys, I've been having a hard time figuring this one out. My web searches keep saying it's possible to punish submissive sims by restricting toilet access, but I can't find it anywhere. For example, When I type in "sims 4 dreams of surrender where is rule that ban toilet usage", here is what is says:
