It has a way to flesh out paternity fraud (which is what that is), but it doesn't have a way for Sims to question things without one aim seeing the other sim being flirty or romantic with another sim. From there you will see a "jealousy" option, and a way to "question closeness to..." and from there I think the paternity test option comes up, but not before then. Like a Sim can't just look at one of their progeny and go "hey, this kid doesn't look anything like me" and then do an investigation.

RPO did recently dip a toe into the scandals system with regard to children concieved outside of wedlock, the pregnant sim gets a pregnancy descriptoir mentioning a "secret child", and a way to list the real father or the SO as the father, to keep it a secret and that then forms a scandal, so that's a nice feature. I just wish the paternity testing side of things was more fleshed out. Either in the way I described, or maybe by a sim getting curious and trying to map out their family tree, since in real life, people have discovered all kinds of "interesting things" about their, spouse/children, parents, grandparents, great grandparents, and so on. It's actually pretty wild, I think I saw a stat somewhere that suggests that, on average, about 22% of children are the result of an affair, secret or not.
