Infinite Loading Screen Exterior Only

Okay, I've spent the past four days working with this and I'm just... Out of answers and desperately come here hoping someone can help me out.

 

Every time I try and go outside or even load outside I get an infinite load screen. I have tried new characters, I have used BOSS, TS5Edit, attempted disabling my mods one by one.

 

I will include everything I can in the attached file (so it will give the most information possible) in the hope someone is able to help.

Note: Boss and TS5EDit don't respond with any errors.

Try Safety Load and/or SKSE V1.7.0 Alpha.

But be aware that you need to set Safety Load to only work when loading by editing it's iNi (read the description on how to do so) & can cause small graphical glitches and that SKSE is still alpha and instructions on how to tweak the games inital memory reservation are given in the WhatsNew link.

Safety Load has fixed my Infinite Load problem! Cheers!
