Crashing around large bodies of water.

Hi, I am playing classic Oblivion and every time I'm in either the Water District or the Anvil Docks the game crashes.  This was happening a lot when I had the Better Cities mod installed.  Once I deleted the mod the game ran fine.  But now it has started up again and I have not installed any new mods.

Normally this happen when some texture is missing or corrupted and this texture could be anything in this area ( water - building - NPC cloth - trees - grass - ..... etc ) & some time heavy texture that your graphic card OR game engine can't handle.

1- start with testing with new game to make sure this error isn't in your save file.

2- test game again with low graphic setting ( small texture - no blood - no shadow - no water reflection .... etc ).

3- test enter your crash area not with fast travel just by walking ( not running ) from some near place if not crash then the graphics is heavy too handle.

4- I recommended use this steps 

-- I'm not expert in those load order things most of your mods I never user before.

-- if necessary clean game install with basic mods could be best solution ( especially without those texture change mod or high Rez ) then install mod one by one with OBMM after testing everyone enough time before install the other one.
