Peeping Sims Not Showing Up

I have Peeping at 1.0. I have the game generating Peeping Sims. I have everything turned on. They just don't show up.

I have Peeping maxed, and even after 6 or 7 days - no Peeping Sims show up. I tried the forced Peeping command .... "ww_spawn_peeping_sim". and got "failed to spawn peeping sim". My Household has 2 female Sims and no babies or children are on the lot. The house is accessible, and practically all windows. Neither Tom nor Tina show up.

I've tried 4 different houses, and 4 different worlds. Validated game files in Steam.
