My guess is you have a corrupt game install, without knowing what your doing I can tell you that steam_api64.dll, Fallout4.exe, and Fallout4Launcher.exe need to be from the same game version. If your on 1.10.163.0 and steam_api64.dll isn't 202K then that's a problem, and if your on NG/AE and steam_api64.dll isn't 292K then that's also a problem.

That means uninstall the game, delete the entire game folder, delete the Fallout 4 folder in ......Documents\My Games and delete the plugins.txt in: C:\Users\your username\AppData\Local\Fallout4. AppData is normally hidden and you need to make it visible before. Then install FO 4 again. I would still use the default folders for Steam and Steam games, but that's your choice. Afterwards try to start the unmodded game and see what happens. If it works you need to decide whether you want to downgrade it or not. On Nexus are some good working tutorials and apps available. If nothing helps it could be your system. So you could check whether you have the correct and up to date drivers and you can make some system checks. In Windows open the console (terminal) with admin rights and use the following commands: sfc /scannow Dism /Online /Cleanup-Image /RestoreHealth If you want to know what they do you can do a little research in the web. Make also sure that you have the latest DirectX. Disable your antivirus software for testing. 1
subaverage Posted March 28 Posted March 28 And also in Windows under "execute" you can use the command "dxdiag" (without the quotes). It shows some DirectX related information and maybe it lists problems there.
dav42 Posted March 28 Posted March 28 (edited) If this is a new computer, frankly the first thing I do is install Windows 11 from Microsoft media to clean out the garbage that is preloaded. Things like RivaTuner and other "game overlays", "game boost", could be problems. This warning in your f4se_loader.log is the problem: WARNING: something has started the runtime outside of f4se_loader's control. F4SE will probably not function correctly. The question is what's causing it, either you are not downgrading properly (highly likely), or there is something else going on. One test you can do is just install the clean version of the game (which is 1.11.191.0) and install f4se 0.7.7, and see if that works. Edited March 28 by dav42

Yeah,the point is to confirm whether some other system process is interfering with f4se_loader's ability to hook the game executable. But I have my doubts about how you are downgrading, it's not clear what your doing or how you got copies of the game versions. For the most part you need to use the three files I mentioned earlier from the game version you want to downgrade to. 1.10.163.0 has the additional requirement of BASS (although the alternative option is to downgrade the game archives, which there are mods to do that and I think Collective Modding Toolkit should work for downgrading archives). The only issue with AE is some F4SE mods are still not available for that runtime. But there is a working OCBP & AAF, and Addictol + other engine fix mods are working for AE. So whether you need to downgrade or not really comes down to what mods you want to use and whether they have support on your runtime, it's mainly just F4SE plugins that would be problematic.
