Normally I don't respond to these sorts of threads because I probably can't help you find whatever it is you're looking for, but in this case, I feel the need to point out that you haven't actually said what it is in the screenshot that you're looking for.  All we know is it's something for Skyrim, but literally nothing in the screenshot is vanilla: not the clothes/armor, not the weapon, not the hair or face, not even the background environment!  You need to be specific about what you're requesting.

If you are looking for the armor, it is Kirax's Python Shock armor. They have a Patreon but from what I've seen it appears the armor has sent to the void. The armor is 3+ years old at this point and the site that hosted it is gone.

Edit: Found a download for a outfit pack that has it in it. The outfit is in set 1 but I'm just gonna post them all here anyway. It appears to be for SSE and CBBE.
