SL animation stage doesn't progress until menu opens

I have weird issue which appears not often - then SL animation plays and new stage triggered (via script or automatically) stage is not getting fired/shown, but if i press button to open something (inventory, console, other menu like sl tools) stage starts playing. what on earth could possibly cause this, even with clear installtion? Also creatures (dogs mainly, dont know about others) somethimes staring to shake like crazy, flickering from idle stage to animation, which is weird too, but appear snot often.

also i tried to use sl p+ on new installation, and same stuff appears on animation start - start takes very long time for some reason, and until i press button to open something nothing starts playing.

Maybe some script thread is blocked until menu updates state, or something.

Apparently this issue i can't solve by my own, despite being official solver of own problems.

Massive Papyrus latency.

This one I have no solution for, but typically when it happens SL hotkey response gets VERY slow. As in, you might press END to end the scene but the scene ends a minute later. This again would point to Papyrus, but it doesn't make sense in my case because of how I have mine configured.

Edit: Or I guess it doesn't matter what your ops budget is, if something is stuck in an infinite loop: that infinite loops is just going to run faster. Anyhow, as I said there's no solution I'm aware of. It's far too inconsistent for me to look into it. I might see this problem once a month or so. There's no reasonable way to debug that.
