Take a look at the "Ayren" hairstyle in [Dint999] BDOR Hairstyles mod.  If you have the mod installed it is located in \meshes\armor\[d] BDOr\Hair\PPW\02\02_1.nif.

 

The screenshot author is either equipping the hair via Racemenu or they've edited the wig to use a slot that doesn't unequip the Steel Horned Helmet.

That's not a helmet but a circlet. They're using TAWOBA, and all headgear (with rare exceptions) in that mod are circlets.
